Departments and public bodies

Le Centre de services partagés du Québec is responsible for managing copyright in government documents and enforcing the copyright standards, established jointly with the Minister of Culture and Communications.

The standards were published (in French only) in the Gazette officielle du Québec (Partie II, No 43, 25 octobre 2000) and came into effect for the departments and public bodies concerned on November 1, 2000 and January 31, 2001, respectively. The government deemed the standards necessary to fulfil its commitments to creators, and to ensure that they are treated fairly and receive the compensation to which they are entitled.

Moreover, the standards were essential to fostering a coherent, transparent approach to copyright through the establishment of a central clearing house with Les Publications du Québec, thereby improving management of government property. They also play a crucial intellectual role in preserving the integrity of government material disseminated by third parties.

During the implementation of the standards, meetings were held with the departments and public bodies to raise awareness of the importance of copyright management. A respondent was named for each department and public body subject to the standards, in order to facilitate communications.
